Hi Zhouli, welcome! Yes, the Zipline code in Github is synchronized with the engine that's powering the web IDE. We open sourced our backtesting engine and it's available here: https://github.com/quantopian/zipline
If you develop your algorithm offline, when you're ready, you can easily port it over to Quantopian using the get_environment function.
