Why am I getting a runtime error with this simple csv?

I am using this link: sample link

I am trying to load it with this:

def initialize(context):  
    context.initted = False  
    fetch_csv('https://dl.dropboxusercontent.com/u/18591811/horse.csv',pre_func=prep_alpha, date_format = "%Y-%m-%d", date_column = "date")  

and it gives me a runtime error with no explanation and I dont know how to figure it out in the debugger. Is there something wrong with the fetch command above?

Is the function prep_alpha defined?

It's defined below like this:

def initialize(context):  
    context.initted = False  
    fetch_csv('https://dl.dropboxusercontent.com/u/18591811/horse.csv', date_format = "%Y-%m-%d", date_column = "date")  
def prep_alpha(df):  
    log.info("check: %s" % df)  

The prep_alpha needs to return a dataframe. In this case, you could just return df.
