I took a look at your code, and I can't tell really what you're trying to do. All of the schedule_function() stuff in your code is aimed at doing things once per day. Your description says that you want the functions to run continuously, so I'm going to assume the schedule_function stuff isn't what you're working for.
For Quantopian, "continuously" is once per bar of data. In minute mode, each bar is one minute. In daily mode, each bar is one day of data. So, in sort of pseudocode, you want this:

def handle_data(context, data):
# everything in this function gets run once per bar
do_this_function_first(context, data)
do_this_function_second(context, data)
def do_this_function_first(context, data):
# this gets run when called from handle_data()
# the first stuff goes here
def do_this_function_second(context, data):
# this gets run when called from handle_data()
# the second stuff goes here
