In python you can make http(s) requests using a library called requests http://docs.python-requests.org/en/latest/. However, on Quantopian, we don't currently allow that module because we don't allow outbound network calls from within an algorithm for security reasons.
We could enable you to post to collective2 by adding a special function to our api that wraps the call to the url. That way we could ensure the network connection was safe. We don't have plans to build this integration, but if there is demand we would consider it.
