Newbie question: Any Quantopian freelancers out there?

Hi, ok, while I have experience with markets I am terrible at writing code. What I think I am looking for is someone to write my momentum strategy that can ultimately link up to interactive brokers. I don't know if there is a website or mechanism that people like to operate through for work like this, I was thinking something similar to freelancer.com.au
In short what I the end product will be:

1, US ETF momentum strategy using a combination of technical indicators
2, Calculations to determine the size of the position and relevant stops
3, Key alpha inputs will come from an excel spreadsheet which will be saved on dropbox for example, which the code will need to be able to grab
4, Link up to IB API

I would have thought that this would be fairly easy for Python whizzes as this should all be basic stuff.

Any thoughts or words of wisdom would be greatly appreciated.
