Hi Jason,
If your portfolio is 100% in stock A and then you order_target_percent
0.25 in stock B, you will end up with 100% stock A and 25% stock B (adds up to 125%) and you will then be borrowing money. On Quantopian, there's no limit to the amount of money that an algo can invest, so if you want to constrain it to only invest the starting capital, you will have to manage your orders.
