You can certainly code that strategy on the platform, take a look at this sample algorithm to get started: https://www.quantopian.com/help#sample-basic
For your ordering, I'd suggest to use order_target(), order_target_percent(), or order_target_value(). These functions seek to their target positions and do the heavy lifting for you. The documentation is available here: https://www.quantopian.com/help#api-order-methods
We have US stocks and ETFs available for backtesting, paper trading, and live trading. We're working on adding futures right now, and I imagine as we grow other tradeable assets will be added to the platform. Options has been a popular request. I'd recommend to read through the API help doc, try out the sample algo, tweak the code, and if you get stuck then post back with questions!
