Is there a timeline when Sklearn 0.18 will be available?

I notice the version of Sklearn in Quantopian is 0.16, and there are some features I want to use are not available.

I'd vote for this too. scikit-learn has made a lot of nice improvements since version 0.16 (which Q uses). Moving to version 0.18 or 0.19 would be very helpful.
