Hi Emmanuel,
Which part do you need help with? It is much easier to help if you have at least a start. If you are not familiar with Python, you should first take a look at some example algorithms here and maybe Codecademy. Sorry if you already know some Python — I really have no idea!

It sounds like you just need an if statement with multiple conditions. See the source code in the backtest below (and/or clone it) for an example. If the if statement is true, then you want to order shares. Otherwise, we set an order target for zero. It might be easier for you to use order_target for both the if and the else, instead of just the else like in the example below.

In the if statement, you want to check prices. You can do this with the data object, for example:

aapl_price = data[sid(24)].price  

As far as storing the previous close (in minute mode), I made an example of this here. There is more about the history function in our documentation (that first link) if you need it.
