There are example screenshots in Help (like here) which show tooltips with code completion in IDE, but I don't see them in the editor. Is that a setting somewhere, or a keyboard shortcut?

Code completion and tooltips don't exist for everything in the API, but should be working for most functions. Take a look at some examples in these tutorial videos:
