I get the error "Runtime exception: TypeError: can't compare offset-naive and offset-aware datetimes" when I change my code to:
#y = data[context.security].datetime.year
#m = data[context.security].datetime.month
#d = data[context.security].datetime.day
#hr = data[context.security].datetime.hour
#mt = data[context.security].datetime.minute
#event_time = datetime.datetime(y,m,d,hr,mt)
event_time = data[context.security].datetime

When you create a datetime object without specifying a timezone, it remains unset and the date is considered "timezone naive". All datetimes in Quantopian have timezone set to UTC.
To fix this problem, you just need to set the timezone on your dates in context.alg1_days and context.alg2_days. We include a great library called pytz in the namespace, which simplifies timezone handling and provides named definitions for zones. Here is how you create a date using pytz:
from datetime import datetime
import pytz
def inititalize(context):
context.alg1_days [datetime(2012,1,3,16,37, tzinfo=pytz.utc), datetime(2012,2,13,17,19, tzinfo=pytz.utc)]

The fix you provided works, except that I had to replace
from datetime import datetime with
import datetime to eliminate the error "Runtime exception: AttributeError: type object 'datetime.datetime' has no attribute 'datetime'."
@Grant - oh yes, sorry about that. I imported the datetime class in my code, and you have imported the datetime module. I like to import the datetime class, so I can reference it with just:
datetime(...), rather than with the module prefix.
