difference between start date and start of trading of security?

API Seeking Help Using Data

Is it correct that just because a security has reached its start_date, it may not be in data yet? Does it need to hit the first trade to show up in data? For example, say a security opened for trading on a given day, but didn't hit its first trade until 10 am. Would it not be in data until 10:01 am?
