Is it possible to create our own libraries that can later be importer in an algorithm? This would be useful for re-using some common functions, like universe filters, custom factors, etc..

The short answer, sadly, is no. You have to copy & paste into your code. I have to think that Quantopian will eventually find a solution to this madness.
