I'm not exactly sure what you mean by "Set/Update configuration values." Perhaps you could provide an example. Algorithms for backtesting are written in the Python programming language, so you can set the values of variables, including globals. You can also pick the start/stop dates from the backtest, and the amount of initial capital. Testing can be done either on a daily or minute frequency.
You can read from a text file (see the help documentation under "Fetcher"). You cannot write to a text file, but you can output limited data to an online text window, from which you can copy and paste.

Dave, I think most what you're looking for is built into Quantopian. It doesn't seem, though, that there is a way to get the end date programmatically yet. See here: https://www.quantopian.com/help#api-portfolio

Hello Dave,
You have access to the cash balance (see the link provided by Gus, https://www.quantopian.com/help#api-portfolio). You also have access to the datetime of events, which you can use to capture the first and last 'tic' of your algorithm (see "Event properties and transforms" on the help page).
Perhaps the Quantopian guys can comment on whether the start/stop dates are or could be made accessible?
