Dale, interesting idea. I cloned your second algo and added a check for open orders in the code. By default, order_target_percent isn't aware of open orders when it makes the calculations to reach it's target value. So this can lead to overbuying and overselling. To avoid these swings, you can include this check for existing open orders.
I also recorded your cash - it looks like by the end of the backtest you have $433K of your account sitting in cash. Maybe there's somewhere else to put it?

Yeah, this isn't meant to be a trading strategy. It just stuck out to me in a study I was doing outside of Quantopian, I was half expecting this to have been an error on my side. Luckily the backtest verified my own results. Whew!
