This algorithm finds the cities with the most building permits per capita and then buys the stock of companies located in those cities. One of the fundamental metrics available is the city where a company's headquarters is located, so it's possible to create a filter with a list of city names. I found city statistics on city-data.com, including a list of cities with the most building permits per resident. The city names were entered manually although that could probably be automated.
